How are risks assessed in different areas of power generation?

In 2004 at the request of IAEA a group of independent experts estimated a collective risk factor for each power generating technology. By taking the general (not limited to ionizing radiation) collective risk for NPPs as one nominal unit, this risk factor for an hydropower plant was 3.3, for a solar electric generating station – 40, for a coal thermal power plant – 170.
